Conclusion of the FSVTC
The Federal Service for Military-Technical Cooperation is authorized to conduct an expert examination and approval of goods planned for export-import operations in terms of their classification or non-classification as military goods.
Subjects of foreign economic activity are required to issue such conclusions in the event that exported / imported products are included in the lists of military goods codes.
- Application for obtaining a certificate in accordance with the approved form (download);
- Detailed technical description of products (passports, instructions, certification, etc.);
- Foreign economic contract with all appendices and specifications;
- List template (download)
- Other documents, depending on the type of product and the parties to the transaction.
The conclusion is valid only for goods planned for delivery under the Contract (contract specifications) in the quantity specified in the conclusion. No changes are made to the conclusions.

Applicants can only be residents of the Russian Federation
The FSMTC may suspend or revoke the Conclusion in the following cases:
- Decisions of the authorities on the introduction of bans or restrictions on foreign economic activity;
- Company’s violations of the terms of the contract
- Detection of false information when making an Opinion
- Termination of the Applicant’s license
- Liquidation of the applicant
- Failure to comply with the licensing authority’s decision to correct identified violations

Conclusion (letter) of the FSTEC
The Federal Service for Trade Export Control is authorized to carry out identification and examination of goods intended for export for their dual use and issue a conclusion (letter) based on the results of the examination or send it for licensing.
Subjects of foreign economic activity are required to issue such conclusions when exported / imported products are included in the lists of product codes used for civil and military purposes.
- Applicationfor conducting an identification examination in accordance with the approved form;
- Detailed technical description of products (passports, instructions) ;
- Foreign economic contract with all appendices and specifications;
- List of goods with HS codes;
- Other documents, depending on the type of product.
The conclusion is valid for 1 (one) calendar year or until the expiration of a contract that expires earlier. Expired securities are not renewed.
Applicants can only be residents of the Russian Federation
