Connecting to the Mercury and Argus system

Companies that start their business importing or exporting products subject to regulation in the field of veterinary medicine or phytosanitary are required to comply with a number of requirements and perform registration actions in the Argus and Mercury systems.

Argus is one of the modules of the Vetis software package created by the Rosselkhoznadzor to ensure the traceability of products that require registration of veterinary accompanying documents(VDS) for crossing state borders.

Permits for the import and export (import and export) of products must be obtained in this system.

Mercury is another module of the Vetis software package created by the Rosselkhoznadzor to ensure traceability of products within the country.

Both of these software modules are necessary for carrying out activities related to the trade in supervised cargo.

To register in both systems, you must complete a set of actions to conclude relevant contracts, submit applications, and obtain access rights to the system.

Veterinary certificate

Veterinary certificates are issued for supervised products both in our country and in other countries, including under the provisions of international agreements.

The monopoly right to issue veterinary certificates belongs to the state veterinary services.

About foreign veterinary certificates.

We often receive requests for veterinary certificates issued by foreign countries.

And for all novice importers, we want to make it clear here that foreign veterinary documents cannot be issued in the Russian Federation based on the general procedure for their registration.

The procedure is always as follows: before sending the supervised cargo for export and issuing a veterinary certificate, the veterinarian of the country of departure must make sure that the cargo meets the requirements of the Russian Federation (the necessary tests have been carried out), the exporting company has the necessary permits for exporting such cargo to the Russian Federation, the cargo and labeling labels correspond to the after that, an export veterinary certificate is issued.

The above procedure can be changed only if there are errors detected after the shipment of the cargo and a certificate with the necessary corrections can be issued for such goods.

The import veterinary certificate for cargo imported into the Russian Federation at the border during inspection by a veterinary inspector, if there are no comments, is changed to a veterinary certificate of Form 6.2., with which the cargo must be sent to the storage location specified in the import permit.

Prior to the introduction of VETIS Mercury, the movement of supervised goods within the country was carried out with the mandatory support of veterinary certificates, and since 2014, such certificates can be replaced by an electronic veterinary accompanying document (eVSD) in the system, provided that the sender and recipient have registration numbers in Mercury.

Phytosanitary certificate

Phytosanitary certificate – a document issued to the authorized bodies of the country and certifying that the cargo in respect of which it is issued is safe in phytosanitary terms, i.e. free from quarantine diseases and pests.

The procedure for issuing a phytosanitary certificate is almost identical to the procedure for issuing a veterinary certificate, with the exception of the products for which it is issued.

The list of products is determined by the Rosselkhoznadzor and contains products that have a high phytosanitary risk. For goods with a low phytosanitary risk, a certificate can also be issued at the request of the applicant (or by agreement of the applicant with the recipient).

The goods intended for export are subject to an expert examination to confirm the absence of quarantine diseases and pests, and after such a certificate (received conclusion), a phytosanitary certificate can be issued.

The document processing period is up to 7 days, including expert examination.

Extract from the Register of selection achievements

An extract from the register of breeding achievements is one of the documents required for customs clearance at the border of the Customs Union during import and export operations.

This document is intended to confirm the right of a commercial organization to import (export) goods protected by intellectual property rights in accordance with Chapter 73 of the Civil Code of the Russian Federation.

The registrar and custodian of the register of such rights is the Ministry of Agriculture. Selection achievements in the field of crop production and animal breeding are subject to registration with the Ministry of Agriculture. Registered rights can be copyrighted or exclusive. Depending on how the right to the achievement was registered, its use by a person other than the author may be carried out with the permission of the copyright holder and on a paid basis.
